President Carlsrud called the meeting to order at 3:30 PM.

Department Reports

Sanitation Department

Sanitation Supervisor Swart requested businesses and residential customers to make sure to clean the ice and snow from your trash cans for safety reasons and reminded them to have their garbage out before 7. Also, those that did not get their garbage picked up on Wednesday will not be charged extra to have it picked up this week.

Water Department

Water Superintendent Hesch reported on water operations. AE2S will be up next week for a meeting on water loss.

Electrical Department

Darwin reported on the outages and work planned.

Fire Department

Fire Chief Magnuson reported on the calls for service for February. Covered the grants that have been approved. Smoker is on March 25th.

Police Department

Reported there will be extra patrol during the Winter Show events.

Street Department

Operations Supervisor Klemisch explained the plan for snow removal with the upcoming weather systems. Also requested if residents are having issues with their water to call Public Works.  We don’t know of any issues unless you call.

Administration

City Administrator Crawford stated Emerald Ash Borer was documented in Moorhead so we will need to look at that closer as it is here quicker than we expected.

Finance Director Richter reported the auditor’s departments are working on the audit fieldwork that is scheduled for March 27-31. We are advertising for an Administrative Assistant II position.

Review monthly bills/reports

Finance Director Richter reported $1,716,523.84 for the month of February.

Discuss Sales of Electronic Cigarettes.

Consensus to add the ordinance to the April 5th meeting.

Discuss Viking Drive Estates.

Consensus was made to approve mobile park home application while monitoring improvements.

Discuss Amendment to Purchasing Policy.

City Attorney Martineck reviewed the requested amendment.

Discuss Appointing New Member to Planning and Zoning Commission.

Ian Jacobson and Tim Durheim have both submitted their letter of interest.

Review Proposed 2024-2027 Urban Program Worksheet.

Due to remaining time allowed, this was moved to the commission meeting for discussion.

Finance Director Richter reported the cost of our audit, Eide Bailly has increased substantially. Due to the amount of the estimate, we would normally need to request bids but we are okay, with your consensus, to bypass that this year. Commissioners gave consensus to continue with Eide Bailly at this time.

Review monthly bills/reports

Finance Director Richter reported $1,459,004 for the month of January.

Discuss Sales of Electronic Cigarettes.

Input from City County Health Department

Theresa Will, Kaitlyn Lee and Abby Wilmes provided information as to why they were in favor of keeping the ordinance banning electronic cigarettes in place.

Input from John Stearns

Johns Stearns provided input on why he is in favor of allowing electronic cigarettes.

Viking Drive Estates Update.

Due to the lack of progress, City Administrator Crawford recommended an agreement be put in place with an actual deadline.  Consensus was to move forward with agreement presented at the March 7th, 2023 meeting by David Wick and a contractor with a timeline of when work is to be completed. 

Discuss Plat Recording Procedure.

All plats will be recorded by our office to make sure it is completed.  There will be an amendment to the MFS to cover fees.

Update Fees for Select Code Violation.

Ordinance 1125 and 1126 have been updated to remove conflicting information.

Policy Manual Update – Unpaid Leave.

This change will require uniformed PD personal to have a 40-hour bank balance remaining after vacation payout.

Discuss Prices for Upcoming Construction Season.

Marshall gave his department report.

Bids were presented for materials needed for work this year.  Due to the total cost being over $30,000 they needed to be brought in front of the commission. Also requesting amending the purchasing policy due to these materials being for several different projects throughout the year but due to them being purchased at one time they need the approval.

4.16.2023 Mayor’s Message

Hi Folks,

  • April 15th was “Jackie Robinson Day” in Major League Baseball (MLB) celebrating the anniversary of his first day in MLB.  In 1947, Jackie, a Hall of Famer, played for the “Brooklyn Dodgers” and was the first ballplayer in MLB who was black.  Aaron Boone, Yankees’ Manager said “Jackie was larger than baseball and one of the most important figures in American History”.
  • A number of our Valley City Public School (VCPS) facilities are in dire need of repair or replacement.  The high school was built in 1919 and upkeep let alone updating are very expensive.  Washington and Jefferson need work too though the high school is the most needy.  For detailed information, contact school administration or a school board member.   A friend told us, “We are responsible to furnish educational opportunities for two generations following us.”  We have fallen way behind with our facilities so we need to “step up” to have good school buildings for our children and our grandchildren.
  • Last week’s warm weather melted much snow and the cooler temperatures over the weekend slowed melting again.  If that melting pattern continues, it may minimize flooding.  Forecasts are promising though significant rain or high temperatures could change things.  Stay tuned.
  • Spring is nearing, people are riding motorcycles & bikes while kids are out playing, tracksters are running and others are out walking.  Please be aware of these things when you are driving so we can keep everyone safe.  Remember, pedestrians have “Right-of-Way” at crosswalks, STOP for them.  Thank you everyone.
  • Missouri River Energy Services (MRES) is investing in regional transmission lines to generate income and offset total transmission service costs for MRES Members.  Thank you.

3.14.2023 PZ Minutes

Chair Mike Schell presided and called the meeting to order at 4:00 on Tuesday March 14th, 2022. Commissioners present: Jim Wright, Jeff Erickson, Bill Carlblom, and Tim Durheim             Attending by zoom Commissioner Dave Carlsrud and City Administrator Gwen Crawford     Absent: Joe Faure                                                                                                                         Others: City Attorney Carl Martineck, , City Assessor/Acting Secretary Tina Current, Building Inspector/Asst Fire Chief Lance Coit City Planner Joel Quanbeck Audience members: Roslyn Johnson, and David Bjornson

Commissioner Jim Wright moved to approve the minutes of the December 13th, 2022 regular meeting seconded by Commissioner Jeff Erickson. Motion passed with unanimous approval.

Building Inspector Report                     

Building Inspector/Asst Fire Chief Lance Coit gave a report in the last month there has been 4 permits given. The permits were for one addition, one drain tile, and two signs.

Public hearing regarding replat of lots 13 & 14, Grangers Sub – New plat Eric Johnson Subdivision.  

Chair Schell opened the public hearing. Roslyn Johnson explain to the commission she platted the lots to be able to sell. The property is to much for her to maintain. Roslyn will be making three lots and the lots do have city water and sewer.

Commissioner Jim Wright made a motion to closed the public hearing. Seconded by Commissioner Jeff Erickson.  

Internal discussion was had about the replat. City planner Quanbeck report recommend minor requirements for the preliminary plat are addressed by providing adjoining land ownership information, indication the area of each lot in square feet, and providing a drawing showing how stormwater drainage is managed. Chair Mike Schell asked City Planner Joel Quanbeck to verify that the conditions are addressed.

Commissioner Jim Wright made a motion to approve the replat with conditions recommended in the City Planners report. Seconded by Commissioner Bill Carlblom. Followed by roll call and unanimous approval.      

Discussion and recommendation for replat and variance subdividing auditor’s lot into 5 lots to allow sale of portions of the land. New subdivision to be named “Diamond B Subdivision”

Dave Bjornson spoke about his replat and the modifications he has made to it since the last meeting. Bjornson would like to sell the property in pieces and sell lot one. He would like to separate the house and the shop from the rest of the property. The plat has been modified from the original plat brought to the commission.

Internal discussion was had about the area for replat. This area is in the floodplain and some floodway. The commission also has concerns if someone would buy this property. The commission talked about having the land owner getting a LOMR done. City Attorney Carl Martineck recommendation was to table the discussion to do more research on if we can legally require the LOMR. Commissioner Jim Wright made a motion to table this discussion. Seconded by commissioner Carlblom

Discussion on parking and storage of a vehicle in the rear yard of residential lot                  (V.C.M.C 11-16-16(4))

Discussion was had allowing two vehicles in the back yard with no restrictions. If the home owner has three vehicles in the back yard an improved surface or fence would be required. A vehicle is items such as a trailer, boat, car, or anything that can be used to transport something. Home owners would still have to follow the improved surface and fencing requirements.

 Commissioner Erickson made a motion to approve the changes allowing two vehicles in the back yard with no restrictions. If more than two vehicles an improved surface or a fence needs to be in place. Seconded by Commissioner Carlblom.

Roll Call:Erickson – aye: Carlsrud – aye; Carlblom – aye; Schell – aye: Durheim – aye: Wright – nay Motion carried.

Other Business    

Commissioner Joe Faure will be moving to Fargo in July. Planning and Zoning Commission will be looking for a new member in the extraterritorial area of Valley City.

4.9.2023 Mayor’s Message

Hello Everybody,

  • I hope yours was a great weekend with family and friends.  The warm sun, with much melting, a weekend without blowing snow and battling ice was greatly appreciated.
  • Perhaps there will be a new flood potential forecast this week.  Considering the snow event we had last week, it will be interesting to see if our forecast changes.
  • Our City Administrator, Gwen, along with our Department Heads, and many of our employees have reviewed and updated our “Flood Book”.  The Flood Book is our guide for noting at what heights each bridge is closed, when & where clay levees & flood walls are installed.  Basically it contains everything needed to manage flooding situations.  Last week Gwen facilitated a tutorial for our commissioners, it was really well done!  Thank you everyone.
  • In a letter from CHI Mercy Health, President Ryan, we are reminded that even walking a “little more” can make a big difference in how well we feel. Thank you Ryan.
  • Chautauqua Boulevard has no curb on the riverside.  When the levees were removed last fall, topsoil was placed and grass was seeded, so driving in the mud is very destructive and costs you, the tax payers, more of your tax dollars.
  • The VCFD had a fundraiser awhile back, thanks to all who attended and contributed.  Have you wondered how funds are utilized?  A few years ago the glass overhead doors on the building were purchased and now money is being earmarked to replace the rescue boat.  Thanks folks.
  • Throughout our nation and the world there are “trying times” of unrest and violence.  Whatever your Faith, please pray for serenity and peace.

New Business

Accept Transfer of Land and Easement from Barnes County Water Resource District at Site of West End Lift Station and Booster Station.

Commissioner Magnuson moved to approve, seconded by Commissioner Bishop. Motion passed unanimously.

Reconsider Motion to Approve Joint Power Agreement for SVACTC, and Approve Correct form of Agreement to Transfer the Area Career and Technology Education Center.

Commissioner Erickson moved to approve, seconded by Commissioner Magnuson. Motion passed unanimously.

Approve 2023 Application to Operate Mobile Home Park for Frog Town Trailer Court.

Following the recommendation of the City Attorney and the City Administrator, Commissioner Erickson moved to approve with the condition that any zoning ordinance nonconformities be documented and recorded prior to issuing mobile home park license, seconded by Commissioner Magnuson. Motion passed unanimously.

City Administrator’s Report

City Administrator Crawford stated there are discussions about the possibility of flooding however it is to early to know so at this time we are just updating all our information from things we learned last year.  Should know more next week.

We were notified that we won the Tree Growth Award.

Public Works Accountant Jacobson provided a status update on where we are working with FEMA for the flood of 2022.

City Assessor Current stated her notice of increase letters are going out.  Also, Smith Lumber’s paperwork wasn’t completed so the RZ tax incentive will be placed on hold.

Fire Chief Magnuson reported that the Fireman’s Fundraiser is on Saturday.

Mayor Carlsrud thanked all the city employees for their work.

4.2.2023 Mayor’s Message

Greetings Folks,

  • Jews celebrate Passover April 5-13.
  • Christians celebrate “Holy Week” & Easter this week.
  • Last week the Twins opened the season with three games at Kansas City in the sunshine and green grass of Kaufman Stadium.  It looked serene.  Though spring weather is slow getting here, it will arrive………
  • Hopefully you made opportunities to enjoy the Saturday and Sunday sunshine in town, though Saturday out of town roads became super slippery from drifting snow sticking to the road surfaces.
  • As the Legislative Session nears its end the pace of addressing bills picks up.  A few of the bills we are tracking are: HB 1040 regarding NDPERS, SB 2330 regarding Legacy infrastructure Loan fund (as per last biennium’s  HB 1425) and SB 2020 relating to funding for projects like Permanent Flood Protection (PFP).  In SB 2020, Valley City’s request for PFP is $13.2M and is critical for our next construction phase.  An easy way to track bills is to enter “North Dakota bill number” into a search engine.
  • As mentioned previously, there is potential for high water this spring.  The speed at which the snow melts and how much more precipitation is received are crucial.  Your city crews are preparing equipment and procedures should needs arise.
  • Missouri River Energy Services (MRES) “Culture Statement” #1, “We care about the well-being of each employee, promoting a work/life balance, and a safe work environment”.
  • Sue and I attended the movie “Champions” at our Bison 6 Cinema this weekend.  The story, a coach is sentenced to 90-days of coaching a Special Olympics Team.  “Let me win, but if I cannot win, let me be brave in the attempt”.
