PUBLIC HEARING

Public Hearing on Valley City Barnes County Public Library Loan Approval. President Carlsrud Declared the Public Hearing Open.

Commissioner Magnuson motioned to close the hearing, seconded by Commissioner Gulmon. Motion passed.

Approve Valley City Barnes County Library to accept loan through the Rural Development Finance Corporation.

Commissioner Magnuson moved to approve, seconded by Commissioner Gulmon. Motion passed.

ORDINANCE

Approve Second and Final Reading of Ordinance 1152, an ordinance to amend and reenact subsection 7 of section 4-01-05, and sections 4-01-01, 4-01-03, 4-01-04, 4-01-06, 4-01-11, 4-0112, 4-01-24 of the Valley City Municipal Code relating to sales of alcoholic beverages.

No changes from the first reading.

Commissioner Bishop moved to approve, seconded by Commissioner Magnuson. Motion passed unanimously.

Approve Second and Final Reading of Ordinance 1153, an ordinance to amend and reenact subsection 1 of section 11-05-18 of the Valley City Municipal Code related to ice cream trucks.

No Changes from the first reading.

Commissioner Magnuson moved to approve, seconded by Commissioner Erickson. Motion passed unanimously.

RESOLUTION

Resolution 2447, a resolution to approve Final Replat of Lots 14 and 15, Block 1, of Weiser’s Addition to the City of Valley City.

City Attorney Martineck stated this is due to a pending sale and the owners needing to clear up some property lines. PZ approved it as is and there are no issues.

Commissioner Gulmon moved to approve, seconded by Cornmissioner Bishop. Motion passed unanimously.

NEW BUSINESS

Approve Monthly Bills for the City and Public Works in the Amount of $2,104,601.12, Commissioner Bishop moved to approve, seconded by Commissioner Gulmon. Motion passed unanimously.

Approve Employee Travel Voucher Policy.

City Attorney Martineck stated we were having trouble getting forms turned within a reasonable time so this clarifies the expectation. They need to be turned in within 60 days after an event or if the event happens in December it needs to be turned in by January 31 st for budgeting purposes.

Commissioner Gulmon moved to approve, seconded by Commissioner Bishop. Motion passed unanimously.

Consider the Visitor’s Committee recommendation to Approve the Historical Grant Application for Valley City Barnes County Public Library in the amount of $25,000. for the Rotunda Renovation of the 1903 Carnegie Library Project.

Finance Director Klein added that this fits the guidelines and was approved by Visitor’s Committee. Mary Lee Nielson spoke on behalf of the Visitor’s Committee stating they know fixing anything historical is expensive and commended the Library for all the various sources they’ve found to fund this project.

Commissioner Magnuson moved to approve, seconded by Commissioner Gulmon. Motion passed unanimously.

Approve Site Authorizations for Thundering Saints Inc at Boomers Corner Keg, Bridges Bar & Grill and The Labor Club.

Commissioner Magnuson moved to approve, seconded by Commissioner Erickson. Motion passed unanimously.

Approve Site Authorizations for North Dakota Winter Show at the North Dakota Winter Show Event Center.

Commissioner Magnuson moved to approve, seconded by Commissioner Bishop. Motion passed unanimously.

Approve Conditional Use Permit for Sheyenne Valley Area Career & Technology Center school in R-2 Two-Family Residential District.

City Attorney Martineck stated their expansion does not fit into the current zoning of an R2. PZ recommends approval.

Commissioner Bishop moved to approve, seconded by Commissioner Magnuson. Motion passed unanimously.

Discuss Mobile Home Park Specification for existing Parks.

City Attorney Martineck stated the current manager of Sunrise Mobile Home park wants to move in additional mobile homes to fill three vacant spots. The current ORD does not allow the homes to be that close so in order to allow this there would have to be some sort of conditional use permit.

City Administrator Crawford is recommending this goes back to the PZ Board to discuss the conditional use permit as they are doing what they need to keep this park up.

Consensus was to send this to the Planning and Zoning Board.

Consider Delay of Public Sale of City Property Located in NW Industrial Park,

Jennifer Feist is requesting the delay of this due to a manufacturing company that is interested in the property along with the spur.

Commissioner Bishop moved to approve a 30-day delay, seconded by Commissioner Gulmon. Motion passed unanimously.

CITY ADMINISTRATOR’S REPORT

City Administrator Crawford reported clean up week went well. There were few places that did not sort their piles so they were left. Everyone pitched in and did a great job.

Please mow your lawns, several letters have gone out. When mowing please do not blow it in to the street as the grass clippings clog the storm drains and makes it a slippery surface for motorcycles and bicycles. Finance Director Klein mentioned the RZ Board, Visitor’s Committee and PZ Board have an opening on their boards.

City Engineer Peterson gave an update on the Construction Projects. We are having a public meeting next week for the 4dl St. and 6th St. NW-Phase Il, in preparation of the work starting in early June.

Commissioner Gulmon gave an update from the Finance Committee.

Commissioner Erickson stated hydrants will be flushed next week so run your COLD water to flush it out.

President Carlsrud thanked the graphic communications class for changing the pictures in the commission chambers and encouraged people to stop in and see them.

Hi Folks,

  • Community Days, presented by CHI Mercy Hospital, will be Saturday.  The day will be filled with, a parade, food, music, Classic Cars, visiting with folks and much more.  Come out and enjoy the festivities. 
  • Beginning at 5:30 Thursday is Summer Nights on Central with music by “8TH HOUR”!
  • The third annual Peggy Lee Day Celebration will be this Friday at  the Larry J. Robinson Center for the Arts.  Beginning at seven o’clock there will be a Peggy Lee music concert presented by Myron Sommerfeld, The Music of the Stars Band and Miss Bonnie Lynn.  Allison Bryn, Ada Gilbertson and Leah Hochhalter will present selections of Peggy Lee’s poetry.  Capping the special evening will be an ice cream and coffee social. 
  • Congratulations to the Valley City Hi-Liner Tennis Team, 2024 State Team Champions!  Considering our small school talent pool compared to the large metropolitan talent pools, this is a HUGE accomplishment.  To the Hi-Liner players and coaches, “Way to go, you are to be proud”.
  • With more lawn mowing occurring, please minimize grass being blown on the streets.  The grass screws up the storm sewers and grass on the street is slippery causing kids on bikes to slip and fall.  Please help.
  • Pedestrians & bikers PLEASE wear bright clothing and face traffic when walking or jogging ….. distracted drivers are everywhere, keep them in your sight. 
  • From the MRES Board Meeting last Thursday, favorable updates on the Watertown Power Plant Project (reliable power) and the Brookings Solar Project (renewable power source) were heard.
  • City County Health Department and the Valley City Police Department partnered to purchase “Safe Wrap”.  Safe Wrap is a restraining device that is utilized safely with little or no pain to the detainee.  Thank you.

Hello Everyone,

  • Frequent rains have certainly made for rapid grass growth and beautiful, lush looking lawns …… lots of mowing though.  On the challenging side, farmers are struggling to plant crops and construction companies are battling to dry soils so construction can continue.  Please pray for moderate moisture.
  • Last Friday evening, a great crowd attended the play “Radio Station W-MIC-Eeeeasy Listening”.  The story is about a community of mice, being threatened by a “Rat Pack”.  It was presented by a group of K-8 students along with Dr. Ashley and Police Chief Nick Horner.  The play was written and produced by Carol Foth and Colette Jensen.  With a commitment by all and a few rehearsals, the event was a “Home Run”.  Great job everyone!  If you weren’t there, watch for it next year as it is worth investing part of an evening.  In case you are wondering, the “Good Guys” do win 🙂
  • When you are in the area, stop in the Commission Chambers at City Hall and view the pictures taken and displayed by the Sheyenne Valley Career & Tech Center Graphic Communication Class.  We are grateful they have chosen to display their artistic work with us. Thank you.
  • Recently I mentioned that road construction uptown is being done in phases to keep as many roads open as possible.  While utilizing that option, some streets will be crowded with equipment and workers requiring each of us to be especially careful in and around construction zones.  Much of the construction equipment is huge and often it is a citizen driver who is injured so please, be safe.
  • June is National Safety Month and https://www.nsc.org/workplace/national-safety-month provides a month’s worth of free safety resources to highlight leading causes of preventable injury and death. Let’s work together providing safety at home and on the job.

5.28.2024 Mayor’s Message

Hello Everybody,

To the best of my recollection, here are some of my memories from “Decoration” Day activities in Wolverton, MN.  The name was changed to “Memorial” Day in 1971.

Wolverton is a small town between Breckenridge and Moorhead on Highway 75 and in the day, a population of about 200.  The time was late 50’s & early 60’s with many of the men being WWII and Korean War Veterans.  It was a patriotic community with most everyone being connected in some way with a veteran.  Very, very seldom do I recall anyone farming on Memorial Day, even if spring was late.

Throughout the week the Color Guard, of which my Dad was one, practiced drill and the 21-Gun Salute.  Memorial Day morning many families would follow the Color Guard to numerous cemeteries in the area to salute the veterans buried in each identified by small American Military Flags.  Following the ceremonies, we kids got to pick up the shell casings for reloading and use them as little flutes.  We thought it to be neat.

When all deceased veterans had been appropriately honored, we returned to town for a program at the “gym”.  Following the program, food magically appeared!  Of course, many of our Moms chipped in and made that happen. Thanks Moms.  The food must always have been good as I had to wear “Chunky Jeans” in those days!

Following “dinner”, then it was dinner not lunch, guys of all ages moved a block over to the softball diamond.  Grampas, Dads and kids would all play.  We played fast pitch in those days though pitching was adjusted to whoever was batting.  By mid to late afternoon we were worn out ….. I wonder who cleaned the gym?  Guesses anyone?

Anyway, it was a great educational family time in a wonderful little community for which I will always be grateful.

Please have a wonderful Memorial Weekend honoring those who afforded us freedom through serving and giving of their lives.  I believe it is always appropriate to thank a veteran or active soldier.

ORDINANCE

Approve First Reading of Ordinance 1153, an ordinance to amend and reenact subsection 1 of section 11-05-18 of the Valley City Municipal Code related to ice cream trucks.

Commissioner Bishop moved to approve, seconded by Commissioner Magnuson. Motion passed unanimously.

Approve Second and Final Reading of Ordinance 1154, an ordinance to amend and reenact section 17-04-18.1 of the Valley City Municipal Code relating to THC paraphernalia.

CITY ADMINISTRATOR’S REPORT

City Administrator Crawford reminded all that the Credit Card Fee goes into effect as of June 1st, 2024. There are several ways to avoid this 3.55% fee.  Sign up for auto pay, pay with a check or cash, or use your debit card. The Living Local App that is being put together with Valley City Barnes County Development Corporation, Parks & Rec, Valley City Chamber and the City of Valley City is coming along. It will be an all-in-one location that will cover information and events for the whole area. Any Community Groups or Organizations that are interested in being listed on the app, please reach out to Trinity Nelson at the VCBC Development Corp at 490-9012 to update your contact information.

City Attorney Martineck shared that he & Lieutenant Dana Rustebakke have finished the first round of interviews for the Police Records Administrator position. He will be setting up second round interviews with the top Applicants for this Friday with Police Chief Horner & City Administrator Crawford. 

City Engineer Peterson gave an update on the Construction Projects. The rain has slowed some of the projects but they seem to be working around the weather. Reminder: The project on West Main is a Department of Transportation project, not the City’s, and they are hoping to have a Public Relations person in place to handle the questions shortly.

Commissioner Gulmon gave an update from the Finance Committee.

Commissioner Erickson reminded all about the upcoming Clean-Up Week and the Electronics Drop Off available this year. Trees and branches can be taken out to the Service Center at any time, but please remember the 3” diameter rule. The week of the 20th, trees & branches will be picked up.

President Carlsrud shared that it is spring time & with that comes changes in your water. The cloudy water is just air, let it rest and it will clear up. Be assured, your water is safe to use and drink. Last Friday was the City’s Employee Appreciation Supper and we sure do appreciate the City Employees and all they do for this Community.

President Carlsrud called the meeting to order at 2:30 PM.

Department Reports

Sanitation Department

Sanitation Supervisor Swart discussed the grass sites available for Resident’s. They are open 24/7 and are for branches less than 3” in diameter and no processed wood. Larger branches can be taken to the transfer station and disposed of inside at no charge during regular business hours. Residential Clean Up week, piles must be sorted per the brochures and keep piles 3’ away from your container. Questions, call the transfer station at 701-845-0314. Electronic waste disposal for Residential and Businesses will be accepted during this year’s clean-up week at the transfer station during regular business hours, Monday through Friday from 8AM to 4PM. Materials will be weighed and there is a cost of $.75 per pound, cash only. Planned route for clean-up will be SW, SE, NE & then NW. Reminder: handles towards the house.

Water Department

Water Superintendent Hesch reminded us all that it is seasonal water change time for water quality. With the change in the river water flows, they are running their Nano filters all day so you will see a difference in your water quality. It is safe to drink.  If you have concerns about your water, please call into Public Works at 701-845-0380 and a service order will be started.

Electric Department

Darwin Suhr updated the Commission on the 1 outage from last month. The areas that they are working on as summer approaches. The lights on the walking bridge are starting to burn out. They will be looking into the cost of replacing the lights and bringing that to the next finance meeting.

Fire Department

Fire Chief Magnuson went over his run sheet from the previous month. Still very busy with all the trainings going on. Concentrating on the nuisance notifications around town. The Fire Department purchased just under $40,000. worth of new equipment including a new spreader, a new cutter as well as several thermal imagers using the funds they raised at their annual smoker.

Police Department

Police Chief Horner shared that a few Officers have been to training and they are bringing what they learned and holding some internal trainings for all the officers. Kim Toth was introduced to the Commissioners. Kim is the new Animal & Parking Code Enforcement Officer. Judge Goven remains out of the office so Municipal Court will be held via Zoom this month using a Municipal Judge out of Jamestown.

Street Department

Operations Supervisor Klemisch updated the Commissioners that the crack sealing is done. Tree clean up will happen the week of May 20th. Branches and small trees must be piled together on your boulevard and will be picked up by the grapple forks. Smaller sticks and twigs that fall will not be picked or raked up, they will be the responsibility of the owner. Trying to work on gravel areas and alleys. Hydrant flushing will begin shortly.

Administration

City Administrator Crawford gave an update on the Living Local App and how great the process has been.  It has been fun watching all the groups working together and having a say in the application. It will be beneficial having 1 location for all the information on what is happening in our area.

Finance Director Klein will be sending out the 2025 budget calendar shortly.

New Items

Finance Director Klein brought up to the Commission the loan that the Valley City Barnes County Public Library may apply for through the Rural Development Finance Corporation as they plan for their rooftop replacement and restoration projects. Hilde Van Gijssel is requesting a Public Hearing on the matter at the May 21st, 2024, Commission Meeting. The Commission agreed to add this to the May 21st, 2024 Commission meeting.

Commissioner Magnuson discussed the rotation that is currently in place for the Library Board and the proposed change. This will take a bylaws amendment for the Library Board & City Attorney Martineck will draw up a new agreement for how the City and the County sets out how those positions are appointed.

President Carlsrud, Commissioner Gulmon and Commissioner Bishop shared their views on the Red River Water Supply Project. Discussion on the costs of the project and on the true need of this project was had. They did request that a Presentation from RRWSP or Greg Bischoff be set up for the Board at the next Finance Meeting.

President Carlsrud shared some of the changes with Western Area Power Administration (WAPA). This is where we receive our hydro power. There will be some rate increases coming in 2025 or 2026. This is due to the demand for increased power and water supply. There are a couple large projects coming up repairing their current infrastructure.

President Carlsrud discussed the need for another full-time employee to assist the City Administrator & the City Attorney. The Commissioners all agree to the need for this position and would like to move forward on this process.

City Administrator Crawford shared the updated requirements for the Sale of the NW Industrial property. A minimum price was set for all 7.48 acres as it should be sold as 1 unit. This piece should be moved to the Non-primary Sector. It must be developed and a structure must be built within the first 24 months. City Attorney Martineck will clarify requirements in the draft. We want to be clear as possible up front on what is and is not, right now it must be developed in accordance with the I1 Industrial except for your self-storage and your open storage and the requirement of a minimum structure for the bidding process.   

City Administrator Crawford discussed the Memorandum of Understanding with the Water Trail Advisory Committee and recommended approval to sign.

Police Chief Horner discussed the need for replacing the current body cams, tasers and in-car cameras that our officers are currently using. The company that made the current cameras are no longer in service so there are no updates being made. The parts needed to fix them must be purchased through a 3rd party vender. They started with 12 cameras and are down to just 6 working now. The batteries on the cameras do not last an entire shift. A car system did go out but they were able to get it to work again. Grants are being applied for but they have not heard the results. Commissioners asked Chief Horner to get current quotes and bring to the next Finance Meeting.

City Administrator Crawford invited David Wick to join the meeting via Zoom and give an update on Viking Trailer Court. He is working with the residents to clean up their trailers and buildings. His plan is to spend $15,000. yearly towards the road and drainage project as directed by the engineers. The Commissioners have asked Wick for a tentative plan for the future.

          Hi Everybody,

  • “Educators Appreciation Week” was celebrated last week.  Educators in our school systems include bus drivers, cooks, custodians, coaches, counselors, instructional aides, office staff, paraprofessionals, principals and all educators.  When you see an educator, please say “thank you” as they are helping shape the lives of our youth.  Thank you to all the aforementioned.
  • A fun fact from the “Friday Sports Wrap”.  The last venue in which men’s March Madness was held which was not a “stadium” was …… Kemper Arena in 1988.  Thanks Oly.
  • River flows change, water temperature changes, pumping at Devils Lake and normal maintenance all contribute little differences in our water.  Water may be tinted at times though it will  be safe for your consumption and return to being the best tasting water in North Dakota.
  • Will you please note a couple things at our 24-7 grass and branch dump?  Separate your plastic bags and twine and put them in the container as they plug the compost turner.  Place your refuge in appropriate piles and pile “up” instead of spreading.  Thank you.
  • Last week Missouri River Energy Services (MRES) did a great job hosting its 59th Annual Meeting, thank you to all the MRES folks who made it happen.  Cybersecurity remains a huge threat, be a “human firewall”.
  • The Garrison Dam spillway has a project upcoming, but on the lighter side, we were shown a picture of Mile High Stadium, Arrowhead Stadium and the FARGODOME fitting in the spillway!
  • Clean-up Week begins May 13:  The rotation is SW to SE to NE to NW remembering materials MUST be sorted and piled.  There will be a branch pick-up following Clean-up Week.  For further information, please call 701-845-0314, see the city website or pick up an informational document at City Hall.
