President Carlsrud called the meeting to order at 5:00 PM.
Members present: President Carlsrud, Commissioner Gulmon, Commissioner Bishop, Commissioner Erickson, Commissioner Magnuson
Others: City Administrator Crawford, City Attorney Martineck, Finance Director Klein, Police Chief Horner, Administrative Assistant Hintz.
PLEDGE OF ALLEGIANCE
APPROVAL OF AGENDA
Remove Item C from the Consent Agenda. Add Item 5. under New Business.
Commissioner Bishop moved to approve, seconded by Commissioner Magnuson.
Motion passed unanimously.
APPROVAL OF CONSENT AGENDA
- Approve Monthly Reports from the Fire Chief, Electrical Superintendent, Building Inspector Finance Director and Municipal Judge.
- Approve Minutes from the 10.15.2024 Commission Meeting and the 10.21.2024 Special Commission Meeting and the 10.28.2024 Special Commission Meeting.
Approve public hearing to consider suspension of alcoholic beverage licenses 2024-B208 and 2024-C209: failure to pay administrative penalty.- Approve public hearing to consider suspension of alcoholic beverage licenses 2024-B223 and 2024-C224: failure to complete Transfer Paperwork.
- Approve Gaming Site Authorization for ND Chapters of Delta Waterfowl Inc on February 22, 2025, at the Eagles.
- Approve Raffle Permits for:
- VCSU Trap Shooting Club, Raffle on 4.24.2025 at VCSU.
- Education Foundation for VCPS, Raffle & Bingo on 11.21.2024 at VCHS Cafeteria.

- Approve 2024-25 Contractor Licenses for:
- Olauson Duct Cleaning, Oriska ND – Contractor
- Roughrider Signs & Designs, Jamestown, ND – Contractor
- DD’S Decks N More, LLC, Barnesville, MN – Contractor
Commissioner Bishop moved to approve, seconded by Commissioner Magnuson. Motion passed unanimously.
ORDINANCE
Approve Second and Final Reading of Ordinance No. 1163 an Ordinance to create and enact section 7-04-23 of the Valley City Municipal Code related to prohibited camping.
Commissioner Gulmon moved to approve, seconded by Commissioner Magnuson.
Motion passed unanimously.
Approve Second and Final Reading of Ordinance No. 1164 an ordinance to create and enact a new section of chapter 11-03 of the Valley City Municipal Code related to a university zoning district.
Commissioner Gulmon moved to approve, seconded by Commissioner Magnuson.
Motion passed unanimously.
NEW BUSINESS
1. Approve 2023 Audit Report prepared by Brady Martz.
Commissioner Magnuson moved to approve, seconded by Commissioner Gulmon.
Motion passed unanimously.
2. Lease of Vehicle with option to Purchase. Recycling.
Commissioner Erickson moved to approve, seconded by Commissioner Gulmon.
Motion passed unanimously.
3. Consider the Visitor’s Committee recommendation to Approve the Image Enhancement Grant Application for JBJ Properties in the amount of up to $7500. for the renovations and upgrades to his business at 1010 7th St SE.
Commissioner Gulmon moved to approve, seconded by Commissioner Erickson.
Motion passed unanimously.
4. Consider the Visitor’s Committee recommendation to Approve the Image Enhancement Grant Application for L & H Shoe Shop in the amount of $350. for the replacement of their storefront banner/sign at 125 Central Ave S.
Commissioner Bishop moved to approve, seconded by Commissioner Erickson.
Motion passed unanimously.
5. Authorize Sale of Building at 1416 Main St E for Public Sale.
Commissioner Bishop moved to approve, seconded by Commissioner Magnuson.
Motion passed unanimously.
CITY ADMINISTRATOR’S REPORT
City Administrator Crawford thanked Finance Director Klein and the Auditor’s Department for all their work on the 2023 Audit, great job. Training was held for the Department Heads where they all learned their “Working Genius” and how to use that knowledge when working with their teams. Commend the Fire Department for all of your work. There have been some tough calls these past few weeks.
City Engineer Peterson gave what should be the last update on the Construction projects happening around Valley City for 2024. All projects should be complete with just a small bit of cleanup to do.
Commissioner Gulmon congratulated Finance Director Klein & Staff on the very good 2023 Audit with some minor findings. He also thanked the Fire Department & volunteers for all they do to protect our city. Go vote!
Commissioner Erickson reminded all to please take your pumpkins to the grass site and not to throw them away in your trash.
Mayor Carlsrud “Hats Off” to all the City Departments for getting everything done around town and being ready for the next season. Marvelous job on the budgets this year. Reminder that Veteran’s Day is coming, please thank a veteran. Thank you to the Commissioner for serving. Congratulations to Brenda Klein for completing the MRES Leadership Training course. Kudos to all of you that make are Community successful!
